The selection of oil spill response equipment was not simple during M/T HALLI’s procurement and manufacturing phase. There was unreasonably infighting between docks, and the result was an attack against the stiff-brush technology. The manager of a major dock was so angry at having lost competitive bidding that he sent a telefax to the authorities stating his opinion that the stiff-brush technology would never collect oil. The situation resulted in caution amongst the authorities, but the dock manager’s opinion never came true.
M/V JOHANNA’s good collection on open waters and the functionality of the stiff-brush technology during the M/S EIRA oil spill led to a decision
to equip M/T HALLI with the new stiff-brush technology. M/T HALLI was completed at the Holming dock in Rauma in 1987 and the vessel was transferred to the Finnish Navy.
This marked the beginning of the equipment of the Finnish Maritime Administration’s nine vessels with channel systems and stiff-brush technology to modernise Finland’s open-sea oil spill prevention and response.
